June 30, 2026 - The Mandera County Assembly has passed the Mandera County Corporations Bill, 2025, with key amendments, paving the way for a comprehensive legal framework to govern the establishment, management and dissolution of County-owned corporations.
The landmark legislation is expected to strengthen accountability, improve corporate governance and enhance the management of public resources while supporting sustainable economic growth in the county.
The Bill provides clear legal and institutional guidelines for the creation and oversight of County corporations, addressing gaps that previously existed in the administration of County-owned enterprises. It also establishes mechanisms aimed at promoting operational transparency, financial prudence and regular auditing of public entities.
According to the Assembly, the legislation marks a significant milestone in Mandera's devolution journey by ensuring that County investments and public services are managed efficiently and in the best interests of residents.
The new law is also expected to complement the proposed Mandera County Investment Authority Bill, 2025, which seeks to position the county as an attractive destination for local and international investors through improved governance and institutional reforms.
The Assembly's Finance and Economic Planning Committee played a central role in reviewing the Bill before its passage. The committee conducted extensive stakeholder consultations and public participation forums across the county's sub-counties, leading to several amendments that were incorporated into the final legislation.
